not too much the place of the parameter changes

yes its possible with kannel (you can specify that kannel make an HTTP
request when it receives a SMS)
or writing an extension to gnokii


well the sender of the sms should have his/her credit decreased
(maybe by writing a module in jsm for all the packet from a session
to your sms module).
