[JDEV] IRC development and code documentation

hey, that's a mail I've written ... err, no, I did not have time to

Currently, there is no documentation for irc-transport. I've learned
its internals by looking at the code ... I'm afraid that there is no
other way to understand how it works ...
Of course, you can also ask me questions :)
