[JDEV] Feature Request

Just as some additional notes, this camme after a conversation we had on
the jdev chat group.  The concept would be something like:

<allow>
  <mod_register>192.168.1.0/24</mod_register>
</allow>
<deny>
  <mod_register/>
</deny>

or something like that saying we only want to allow people in our ip
block to use mod_register and the rest don't get to use it =)  I'm going
to poke on this a bit later to see if it's anywhere near easy ;-)
