It's not always three letters. Here in Australia, we have AEST and AEDT.
Also, a colleague of mine is working in South Africa, and he is in SAST.
Perhaps we should just use UTC for anything to do with time and the
server (eg getting the server time, setting a timestamp, etc) and leave
it to the client to do any conversion.
