Not in detail. I guess the simplest way of doing it (from the user point of
view) is the same as ICQ does it. Calling some code on a jabber server
somewhere with the destination address and the message text. I guess the
issue is finding someone with a server that is happy for us to use, and
setting up an account called webpager at server.com for the panel to use... (?)

That would be great if you have time! I'm not exactly a Java programmer so
I would be of limited help, but I'm happy to give a hand with testing/doco
or whatever I can.
If we can get a nice looking panel that is easy for people to include on
their pages, it will raise the Jabber awareness on the Internet as people
see it on more and more sites, (which is always a good thing).
