[JDEV] roster managment and server-side components

I'd like to manipulate people's rosters from a server-side component.   Add
roster items, remove them, etc.   Is there a way to do this using a server
side component?  I've tried sending jabber:iq:roster packets with the from
attribute set as the target user, but that doesn't work.  I suspect I might
have to use <route> tags, but I cannot find any docs on those.
