[JDEV] v0.2 Add-on extension protocol to Jabber posted

Based on the feedback for the v0.1 draft we got from Thomas Charron and Jean
Louis  (Thx, guys) on creating some open extensions (for add-ons) to the
Jabber protocol, we have the second draft of the protocol.

Here is the updated proposal in PDF and HTML formats.

This version is more in line with the Jabber protocol. Please comment on it.
