[JDEV] IRC Transport - error/main.c:69 [init] Failed to Load config

Aloha all;

I recently installed the IRC transport and get the following error when I
start the service up; 

error/main.c:69 [init] Failed to Load config

I have copied the config file to /usr/local/etc . I've got the Yahoo and ICQ
transports working fine and had no problems like that. Im running jabba server
1.0 on a red hat box. I installed Jabba fromthe RPMS.
