Tim,
this sounds as if you forgot to send an initial <presence/> message
out! If you don't send a <presence .../> at least once, you won't be
informed about presence (and others won't be informed about your
presence).
This is on purpose - e.g. specialised apps could use it. Your jabber
enabled fridge would not send out a presence, but you could still
message it, and it could still message your shopping mall if your
milk needs to be resupplied :)
