[JDEV] #include in xml?

Hi 
I am trying to implement a jabber system for ~300 hundred people (eventually 
~11,000) where the user's rosters will be set up and maintained by the 
sys admins only. I was wondering if there was a way ( or a reason not to ...)
to have all the <user>.xml files read in another file to get their rosters.
The next question is, if I directly edit someone's <user>.xml file, could I
send a signal to jserver to tell it to send updates to the clients?
