I can't judge it unless you give more informations. Do USER A & B 
send out this:
<presence/>
after registering & logging in? If no, then this is the reason... If 
you do, please give a more completly list of what you do (e.g.: USER 
A sends iq:register; USER A sends iq:auth; USER A sends iq:roster; 
USER A sends presence; etc.)
