[JDEV] maintaining xdb_file information outside Jabber

You can edit the files manually (or via a script). I did this to create 
manual accounts for 1.0. I doubt any updates you do would show 
up in a current users session (and in fact, it might be overwritten). 
But if you wanted to create accounts offline or do some other offline 
maitainence, that should be cool.
