I would say that just about any voice communication will need to be done Out
of Band just for latency issues, ignoring the issues of bandwidth through
the server.
mp3 isn't the best format for sending audio back and forth because
- it doesn't compress that well at extreme low bit rates. (Frauhoffer has
worked on this some)
- non-availability; mp3 encoding is patent-encumbered.
I belive there is a speak freely project which is an open-source voice
communications package, which also does party-line type chats via a
client-server architecture 'repeater'.
