I think I see the problem.  The CVS page at
http://www.jabber.org/developers/dist/cvs.jab is out of date.  Check the CVS
page at http://docs.jabber.org/documents/developers/cvs/cvs.html. [Jer?]

You probably also want to poke around the whole
http://docs.jabber.org/documents/developers file tree.
