[JDEV] Developer QuickStart

Speaking of documentation changes, the protocol spec seems to have been
replaced by the skeleton of a 0.7 procol spec. Can we expect the rest of
the spec soon? If not, it would be nice to have the 0.6 spec available
again. I need a spec to continue my part of the project.
