For MSN Messenger, not yet that I know if, but for ICQ and AIM you can get
the latest work from CVS on jabber.org in the "icq-transport" and
"libfaim" repositories (use the anoncvs/anoncvs account).

I'm not sure what the status is on the win32 work or DLL, but I'd say go
ahead and start building your app. A solid GUI will be considerably more
work than plugging into a protocol/client DLL which can be done at a later
date :)
