[JDEV] Message timestamping and route tracking

It would have to be built into the client.
User would simply define it.  The client can have a list to choose from.

In a client like win98, and I also think I've seen it in linux ... the client
can grab the timezone info from the OS.

I don't think we should worry about how a messaging device w/ GPS system would
do all its stuff in figuring out the timezone,.. but doing it this way our
protocol will atleast support it.
