[JDEV] OpenPGP on Jabber

It was noted a while ago that OpenPGP (proper PGP MIME wrapping) was quite
impolite to perform on the JDEV list. Some of our members have Microsoft
clients that crash at the first whiff of MIME. I would ask that all members
of the list regularily encoding their messages with OpenPGP disable the
feature when sending to the list.

For those with MUTT, I can supply a nice option to add to the configuration
file, on request. (one disables for jdev)
