[JDEV] Message timestamping and route tracking

You seem to have gotten my proposal backwards. My appologies for not being
clearer.

What I suggest is that the timestamps be in GMT. Always, without
exception. I would then like to add an optional attribute which, when
added to the GMT time, gives the local time. If it's not there, no
problem, it was only for the user's convenience, not for the program's
use. Algorithms should use the GMT time, which is guaranteed to be
available.
