[JDEV] 0.7 Final Build Test

This is a final test of the build system for 0.7.  It is currently known
to build/install correctly on linux and solaris.

Please take this opportunity to test it on systems you have access to and
report any problems, there are instructions included in the top level
README.

The plan is to release 0.7 within the next 24 hours, after this last round
of bug-fixes and documentation updates,
