[JDEV] 0.7 update

We're almost there!

The plan was to release 0.7 final today, and although the current base in
CVS is working very well, it hasn't been tested enough to qualify for a
full final and much of the documentation hasn't yet caught up to the
recent changes.

Instead, look for a *Release Candidate* later today, which will be tested
exhaustively over the next few days and released after it's 100% solid.
