[JDEV] 0.7pre4 and timetable for full release

0.7pre4 is available:

This release supports authentication, messages, rosters, presence, and
routing between users and across servers.  We've also hammered out all of
the known bugs and it's fairly crash-safe, so any problems or crashes
please send a report to bugs at jabber.org.

0.7 Timetable

=>  Friday: pre5
=>  Weekend: Release Candidate
=>  Monday: Final

We're obviously being very aggressive with this plan to release on Nov
15th, but the pre-releases have been going well and the functionality is
almost 100% there.

Post 0.7: lots of focus will go into the documentation and web sites as
well as client development efforts.  The transport teams(ICQ, AIM, IRC,
etc) will also gain much needed attention to bring them up to date with
the 0.7 changes.
