Yes, namespaces are part of the protocol, for Info/Query and in particular
for extensions.  The 0.7 docs (XML Protocol link off of docs.jabber.org)
mention their usage.

The DTDs aren't up to date, and most likely will not be fully up to date
until 0.7final and the new changes in the protocol have stabilized.
