Because the typical Windows user does not use Tcl/TK nor have it installed.
Unless someone wants to take on the upkeep and development of a proper
installer for both the Win32 Jabber client AND Tcl/TK, it's not the best
idea. Either way, it comes down to being easier to being able to support the
least number of files.
