[JDEV] Protocol extension?

I just heard about jabber today, so please excuse me if this has been
suggested before. Could we extend the definition of the messgae tag so
that it can include an encoding that would indicate that character set
used in the message.

<message encoding="iso2022">

Or is jabber defined to use unicode everywhere?
