[JDEV] Offline storage

I was fishing for some potential uses for XDBM in our code this morning
(9:40 UTC) and had a look in mod_basic/offline.c. Here are a few thoughts:

It looks like:

 * ...you get your offline'd messages sent to you immediately when you log
   on.
 * ...you only get messages for your current resource.

Isn't it likely that:

 * ... I may be on a slow connection and doesn't want any offline'd
   messages?
 * ... I may want to archive all messages at one resource for the sake of
   completeness?
