  That's the reasoning for the 'type' attribute of the message tags..  See

  Not currently, but only becouse we didn't want to lock the protocol down to a 
particular encryption technology.  But the way the protocol is design, it can 
be extended to implement the security system of any individual users choice, 
including PGP.
