[JDEV] Unique IDs

I think Jabber should include a mechanism for uniquely IDing each message
that gets sent. Every time the server receives a message, it should tag it
with an ID number that is guaranteed to be unique among all Jabber
messages ever sent. This will simplify handling replies and will make it
possible to get a receipt on that a message has been delivered and read.

IDs should be constructed using server time, sender username, a sequence
number and server FQDN. Kind of like some mail servers do with email.

This should probably be Jabbertransport core functionality.
