[JDEV] Tags for the next version of the protocol.

While people are on a posting trip for new information, my reworking of the
Jabber protocol includes a couple new nessicary tags, those being "<date>" and
"<bcc>."

I'm getting bothered by the fact I'm posting bits and peices of my three
main essays for MIME, CTCP and encryption, but since Jer is going to publish
a few new items I can continue to wait.
