[JDEV] First cut at a DTD

I definitely think one DTD to cover all of the protocol is good.  I wanted
to start small and expand to include the rest, once I had a better feel for
the protocol.  Of course, if someone else (Jeremie?) wants to fill in the
rest, following the example set by the first part, that would be great too!
